Clean and chop the bell bell pepper, carrots and onion.
Melt the butter in a saucepan and add the vegetables.
Fill with water and simmer gently with the lid closed at a low temperature for 15-18 minutes.
Lightly fry the mince in a high frying pan at moderate temperature without fat.
Add the paprika and the diced tomatoes and bring to the boil at a low temperature.
Then season with the herbs and spices and refine with the whipped cream.
